The website is aimed at organisational structures (such as LA Youth Services) who will deliver work under the five outcomes. It will assist in developing the change of culture required by recent legislative developments such as Youth Matters and Every Child Matters. It can be used to link together different organisations and to collect information in a common format that will be of use to those managing organisations at both local and strategic level.

Specifically it has been designed with the requirements of OFSTED in mind to assist services in meeting their strategic and organisational obligations under the criteria used by Joint Area Reviews (JARs).
